You are wanting DDNS

Setup->DDNS

Then setup remote access

Administration->Management
Remote Access section

I run a cron script on my home router to check its external IP address (in my case the cron runs every 20min). At boot-up, it notes the present external address, e.g.,

curl -ks https://ipinfo.io/ip > /tmp/current_IP.txt

When the cron script runs it again checks the external IP address. If the present address is different than the last address, it uploads the (new) current address to a known location on the internet (in my case, a third-party hosting service) and then stores the (new) current address in /tmp to use for the next check.

My home router's IP address can then be read from any other device on the internet with appropriate security credentials (e.g., such as another of my routers in remote locations).

What's key is that I use a third-party for secure, persistent, globally accessible storage of my home router's IP address.

A variant of this might use msmtp to email the home router's address to all interested parties, once at boot and again with any change.

These methods work well enough for my needs.

Most mobile devices use CGNAT, so you're not going to be able to set up anything to access a mobile device from a fixed device, but you can do remote access to a fixed device from mobile.
