The dd-wrt firmware signature changed between tp-link and dd-wrt, introducing the update bug.

EDIT: Take a closer look into the first link kernel-panic69 posted, its build related not hardware issue.

You should check if the TFTP recovery is still alive on the uboot loader.

The WR941ND v3.x should have Uboot TFTP recovery as documented here:
https://openwrt.org/docs/guide-user/installation/installation_methods/u-boot_tftp_recovery?dataofs=125

Take a first look into a TFTP recovery here, that need some adaption to the WR941 hardware regarding the filename:

https://community.tp-link.com/en/home/forum/topic/81462
and
https://openwrt.org/toh/tp-link/tl-wr941nd

EDIT: Assume the recovery firmware (stripped factory without boot), webrevert or dd-wrt webupgrade file need renaming to wr941ndv3_tp_recovery.bin

Some useful info is here :

https://forum.dd-wrt.com/phpBB2/viewtopic.php?t=313969&highlight=tftp+recover

EDIT: If TFTP recover of factory firmware is unsuccesful (you may try oldest and newest), you should try the webrevert file for the Wr941ND v2_v3 found here:

https://forum.dd-wrt.com/phpBB2/viewtopic.php?t=85237

EDIT : For getting the TFTP Server configured stable to the IP 192.168.0.66 you may need a switch between LAN of the router and the LAN of the PC.

If you are unable to do TFTP, you may have to open up the router and do serial flashing as a last resort.

Some pages to take a look that can help you. Unfortunately I never did JTAG serial on this specific kind of router but it's not terribly difficult and as long as you are okay at soldering.

The bricked firmware does not initialise the LAN ports. The TFTP client integrated into the uboot will temporary enable ONE LAN port for tftp transfer for 1-2 seconds, if uboot is intact. The LAN port on the PC need to be up at that time (or the PC will miss the link), you should cable a switch in between, so PC stays up with the manual set IP 192.168.0.66 and the TFTP server linked to this interface.
If the TFTP Server switces back to 127.0.0.1 the LAN Interface on PC is down.
You may need to check all the Ports on the router as the TFTP will probably work only on one LAN interface, other stay dead.
If you catched the correct port you should see a filename request inside the TFTP server software, if you power on the router while pressing the reset button. After power is on you need to release the reset button, this should start the TFTP emergency file request and download, if a file with the requested name exists inside the TFTP root folder. You need to enable access to the TFTP on the win filewall or disable firewall during recovery wiring.

The factory revert for aWr941ND v3 you should get here:

https://forum.dd-wrt.com/phpBB2/viewtopic.php?t=85237

You can try back to factory with the revert file or the dd-wrt webupgrade renamed, both need the boot still intact.

TX (Transmit) connected to Rx (Receive) in both directions, Ground to Ground, nothing else. Your linked Webpage shows, that the TX PIN on the board seems unconnected, the resistor on board is missing (you don't receive anything on the USB 3.3V Serial PC Adapter). You need to add a resistor or more likely short the 2 pins. Check that the USB adapter you use has 3.3V output (check for voltage jumper on adapter), higher voltages will damage the serial on the router.

EDIT: A step by step description from erreterr found here:

LED's on the router or adapter you use ?

First : Change TX - RX and try again. What USB - 3.3V Serial adapter did you attach ? did you install the chip driver ?

Second : Disable any physical onboard Com port(s) inside PC Bios. After reboot there should be only one com port visible to Win and putty if the usb adapter with it's chip driver is "online"

You may get into the Windows device settings and set the USB com Port inside windows to 115200, 8bit, 1 Stop, Parity and Flow control to None. Same on putty

Did you short the two pins from the missing resistor?
