Static IP addresses are set on the device end, and the router accommodates them.

google “set static IP [operating system]” and you will have your answer.

If you have very many Static Leases that will need maintenance
the GUI is not very friendly but will do the job.

They can be added in Additional Dnsmasq Options at .../Services.asp in this format:

dhcp-host=55:2E:55:EA:C5:E0,bob,192.168.2.116,infinite
dhcp-host=A0:6A:33:5D:44:26,unclebob,192.168.2.106,infinite

Above method fills up nvram.
If that is a concern
they can also be saved to a text file stored in /jffs, thumb drive recommended,
and called in Additional Dnsmasq Options:

conf-file=/jffs/dnsmasq.custom

These options are simple to have backed up and restore when you reconfigure.

Some light reading.

I keep getting the error....

192.168.1.1 says is already defined as a static lease.

I am not even attempting to put this IP address in to make it static.

192.168.1.1 is your router's local ip address, static leases should start from 192.168.1.100.

Sounds like maybe a reset may be in order with a complete redo as you may have something corrupted.

Only if you never need to use CIDR such as for purpose of PBR
in which case 192.168.1.64 or .128 would be much more advisable.
