Usually a bad ground, however, if you are using 0.73 or newer PuTTY:
USB to TTL Tips - HOW TO FIX Garbage/Garbled PuTTY output

And no, not without removing all of the heatsinks and black covering that covers the board traces, it doesn't do me much good. Guess I need to peep FCCID resources to see if there are good pics.

Taking everything apart will be done once the new usb ttl cable comes in if that doesn't work.
I have been reading the thread about the 880L and came across the correct layout of that board according to multiple users. Do you think it's the same as the 895L?

Hmm.. the pics were on Page 9, but they are gone now for some reason...

Anyway, the pin with the square (marked by arrow) is the Rx, (then space), then next pin is the 3.3v, then Gnd, then last is Tx.

Use only Rx, Gnd, and Tx ONLY!

That may be a D-Link standard, worth trying. Seems to make sense.

Yep it does. It will be my first go once the new cable arrives. If it works then I'll update this thread so it can help someone in the future.

So I got the new USB to serial cable. However, the router refuses to turn on if the cable is plugged in to the serial port. The router turns on if the cable is not plugged in to the serial power. Any ideas?

Which cable did you buy and is it TTL 3.3V? Which wires are being connected to which pins? Ground, TX, RX

For example, this is the cable I use.

I bought this cable https://www.ebay.ca/itm/USB-to-TTL-RS232-Serial-Converter-PL2303TA-Cable-for-Arduino-RPI-PIC-Blue-391-/254107182131

I have the black white and green cable plugged in. Now the router decided to turn in by nothing shows up on putty. Used the setting com3 115200 8 1 none.

Sometimes cheap adapters have the wires swapped, incorrectly color coded, or worse there's a short inside and the only way to determine is to open up the USB casing to verify the factory's soldering skills.

There are also counterfeit Prolific chips out there. Verify the Prolific drivers installed correctly, check the chip version too.

I get this on the putty window if I move the cables that I have connected to the serial connection when the router is off. But nothing shows on the putty when I turn the router in.

Should I try a different software?

Please re-read my post above; I added links too. PuTTY is not your problem.

The huge picture is garbage, please delete it.

On yours the TX is green and RX is white (my cable is the opposite).

The picture is blurry, but your black ground appears to be hanging on by a thread.

The ground connection does seem to be holding on by a single strand of wire to the soldering pad on the usb part

Will be ordering another cable as this one looks suspect with the ground wire only having one string of cable connected to the soldering pad.
