Flashed with FF68.0.2x64. No issues. Quick restart. OpenVPN did not reconnect. I had to disable VPN, Apply, enable, Apply. VPN connected quickly and all is well.

A couple of experiments you might try on your next boot. I'd be curious to hear the results. After the boot (or at any time, actually), just either
hit Apply on the openvpn client setup page. For me that's always restarted openvpn. I've never needed to disable and re-enable.
Or do killall -HUP openvpn in the CLI. For me that restarts the vpn connection very cleanly, per the vpn log.

Let's see if we can sort out what was removed, if anything, to make this release smaller (before I actually flash it). My biggest concern is DNSCrypt, since the enable button for it disappeared some time ago. Could someone try ls -l /etc/dnscrypt/dnscrypt-resolvers.csv /usr/sbin/dnscrypt-proxy in the CLI? Here's what it produced for me (in 40784):

Webflashed from r4009 on partition 2 to partition 1.
Everything seems good but the openvpn startup is still bugged. I have to press save then press apply twice before it will start. This occurs in the last 4-5 builds I've tried.
