custom script special char problem

I'm trying this command:

echo 'telnet 192.168.1.1 80 \<\<EOF' >/tmp/custom.sh

but it doesn't work as expexcted. it creates custom.sh with this text:

telnet 192.168.1.1 80 <

is there a way to fix this?

edit:
it seems there needs to be space between \< and EOF, like so:

\<\< EOF
