Assuming you use a wired connection, the easiest is to daisy chain your router, connect LAN from primary to WAN from secondary router, only thing to consider is that the subnets must be different.
Drawback if you setup the VPN on your secondary router is that only clients attached to this router will have VPN (there is a backdoor by setting the gateway to the secondary router) and you have different subnets so no broadcast domain meaning no windows discovery services or DLNA
If you have full control of your primary router then you can consider setting up as a WAP: https://wiki.dd-wrt.com/wiki/index.php/Wireless_access_point
But if you set up the VPN on your WAP you have to set the gateway for your clients which you want to use the VPN to this WAP, either manually or with the help of the primary router (using DNSMasq).
