R7000 syslog wrong time

Syslog shows UTC and not +8 I set the system time to.

I have learned that the standard is to use GMT as default industry wide on syslogs so that when trouble shooting all system logs will be “in sync” when trying to determine the cause of an issue. This way, all syslogs are time zone “blind” and all of them will be in sync timewise. Not sure if this explanation makes sense.

<Kong> builds have the correct local time in syslog.
At least on all of mine.
