Have seen some of the posts re locked firmware and feel that I may have this problem as well.
I have tried to revise the 3600 flash with firmware from other TP-Link sites with TL-WDR3600_V1_150518, with hopes of allowing for the dd-wrt flash, but get the same 18005 message.
So I seem to be stuck and would appreciate any help out of this impasse.

I created an account just to say thanks for this post and ask a question. Is it recommended to stay on this version of DD-WRT (DD-WRT v3.0-r29048 (02/05/16)) or downgrade to what's in the router database for the TPLINK WDR-3600 (DD-WRT v24-sp2 (03/25/13) std (SVN revision 21061))???

Don't Downgrade, upgrade. See my signature for the link.
33986 is running fine on my WDR3600v1. I have the international version, but the only difference is the header.
For the upgrade, make sure to reset to defaults and do not restore your settings from a back-up file, input them all manually. You want to use the tl-wdr3600_us-webflash.bin file to upgrade. _________________ Before asking a question on the forums, update dd-wrt: Where do I download firmware? I suggest reading it all.

Some dd-wrt wiki pages are up to date, others are not. PM me if you find an old one.
