Cannot set "Unreplied UDP Timeout" value

In tomato firmware there are two GUI options for tuning UDP timeouts: "Unreplied UDP Timeout" (default 30) and "Assured UDP Timeout" (default 180) which correspond to the following two kernel variables:

ip_conntrack_udp_timeout
ip_conntrack_udp_timeout_stream

In ddwrt you can only tune the "Assured UDP Timeout", it is found under "Administration > Management > IP Filter Settings > UDP Timeout (in seconds)" and defaults to 120.
The "Unreplied UDP Timeout" value as found in /proc/sys/net/ipv4/netfilter/ip_conntrack_udp_timeout equals 65 which really screws with lots of VoIP devices out there.

The problem is that I tried writing 30 to /proc/sys/net/ipv4/netfilter/ip_conntrack_udp_timeout both in startup script and in an every-minute-running cron job, yet it somehow is still overridden by value 65 sometimes.

There is no nvram variable that would allow me to set ip_conntrack_udp_timeout value once and for all, so what's the correct working way to achieve this?
