Unfortunately I do not have access to an oscilloscope that can look at the raw 2.4GHz voltages... However, you do raise a good point. A spectrum analyzer cannot measure the 'peak power' of ...

While I had the spectrum analyzer set up, I measured the TX power of a Linksys WRT54Gv8. Here are the results;
