You can set speed limits on NAT/QoS > QoS tab for the Netmasks or MAC addresses that you specify with special version. Newer builds are posted in this customer section as sticky.

You don't need any activation for that. Bandwidth control is on NAT/QoS, QoS tab. You should be able to enter the Netmask or MAC and set the speed limits.

Here is DD-WRT wiki page on how to use iptables for blocking access to IP. It should be fairly easy to find IP range messenger programs use and block them.

I am using latest special DD-WRT and as far as I know it only allows you to set client speed limits and does not have setting for limiting volume of transfer per time period(i.e. 100GB per month).
