I'm kind of confused which one to use for CAKE/PIE. I know for FQ_CODEL the preferred choice is HTB but what about CAKE/PIE?

You are very likely running into a DFS detection problem. Avoid channels 52-144 (a huge range I know).

That sounds like UPNP working exactly as it was intended, to punch holes all though your firewall and make it like Swiss Cheese. UPNP is a security nightmare. Disable it.
