Ok, the results:

Rebooting the router with something else plugged into the WAN port didnt cause it to hang on boot. So it seems it has to be the modem.


Upgrading to v24 build 11650 fixed the issue.

I highly doubt its a hardware issue. especially because its not happening anymore since my last upgrade. I upgraded to v24 6/18 and it hasnt happened once yet. so perhaps give upgrading a shot?
