You have to reboot to load the SFE or CTF kernel modules for them to work. This is by design. Save and Apply doesn't do anything good in this respect.

If the hotspot supports USB tethering, I would upgrade to 56029 or newer and see if it has Android tethering as a WAN option and use that.

You can only flash DD-WRT from stock firmware, not from OpenWRT. I guess you just want to keep bricking your router.
