The bottom line is that this is configured by default and cannot be turned off.

This should be configurable and perhaps not enabled by default

In the mean time you can disable it via the command line

nvram set block_syncflood=0
nvram commit

That is how it works, there is no priority, it treats all servers in the fail over group the same.
