I'm back from a week running the Netgear firmware and I'm on 23250. I can report that it appears QOS is working as it should now. So far so good!

It would be helpful, to know if qos issue happens with all Queueing Disciplines, e.g. HTB + Codel. So I know if I have to look in the core or in certain modules.
